This study aims to explain the factors that initiated the emergence and development of the Salafi movement in Tanjungpinang city. This study uses qualitative methods with data collection techniques using interviews and observations. The results of this study indicate that there are two factors driving the development of the Salafi movement in Tanjungpinang, that are; (a) The establishment of the Nashrussunnah Foundation as a manifestation of the success of Salafi da'wah in accessing and redistributing resources, and (b) Opening up space for da'wah. Then, the efforts of Salafi members and their supporters to develop their social movements are by upholding civil liberties which are applied by inviting people to join an association that is quite exclusive. The Salafi movement is also trying to build a civil society that aims to avoid the bad effects of globalization and spiritual and moral degradation.
