Strategi Pengembangan Sumber Daya Manusia Pada Biro Travel Haji Dan Umrah

The success of organizing religious travel services is not only determined by operational systems and travel facilities but also heavily depends on the quality of human resources (HR) as service providers. This study aims to analyze strategies and formulate a human resource development model for Hajj and Umrah travel agencies to improve service quality and organizational sustainability. The study employs a qualitative approach using library research by reviewing various literature related to human resource management, service management, and principles of management based on Islamic values. The results of the study indicate that HR development strategies for Hajj and Umrah travel agencies need to be implemented in an integrated manner through value and competency based recruitment, continuous professional and spiritual training, strengthening an Islamic service culture, performance evaluation based on pilgrim satisfaction, and the development of digital capabilities. This study produced a human resource development strategy model that integrates professional competencies, religious values, excellent service, and technological adaptation as the foundation for improving the quality of religious travel services. Theoretically, this study enriches the body of knowledge on human resource management in religious service organizations, while practically providing strategic guidance for managers of Hajj and Umrah travel agencies in building professional, trustworthy, and pilgrim-satisfaction-oriented services
