Abstract

The organization of Hajj pilgrimage in Indonesia is a complex form of public service involving various policy aspects, including administrative, technical, and social dimensions. As the country with the largest number of Hajj pilgrims in the world, Indonesia is required to implement public policies that ensure effective, efficient, transparent, and equitable services. This study aims to analyze the role of public policy in improving the quality of Hajj services in Indonesia, particularly in terms of regulations, quota systems, and Hajj financial management. The research method uses a qualitative approach through literature review by examining national journals, academic books, and government policy documents. The results indicate that public policy plays a crucial role in organizing and directing Hajj services in a systematic and structured manner. Policies related to pilgrim quotas, registration systems, and financial management have improved service quality; however, challenges such as long waiting lists, limited quotas, and the need for improved transparency and inter-agency coordination remain. Therefore, adaptive, innovative, and sustainable policies are required to enhance the quality of Hajj services in Indonesia
