STRATEGI PENURUNAN TINGKAT KEMISKINAN DI KABUPATEN PIDIE: ANALISIS KEBIJAKAN PEMERINTAH

Abstract

Poverty is a multidimensional problem dealed by a country.  Pidie district in Aceh province, Indonesia is a real sample that has a high poverty rate. This poverty problem is caused by various indicators, but in this case a structured and targeted policy is needed so that it can solve this problem. The purpose of this research is to find out the policies of the Pidie district government, the implementation of policies in overcoming the poverty and to find out the policies of the Pidie government that have been successful and effective in solving poverty problems. The research method in this writing uses a qualitative descriptive method. Data were obtained from observation, interviews and documentation. The results of the study identified that the Pidie Government's policy in overcoming poverty was structured in various strategies, namely Special Strategies, namely: Right Focus, Right Locus, Right Mode, Right Target, Right Amount and Right Time. The policies taken include dimensions that are considered to be indicators of poverty, namely the dimensions of health, food, infrastructure, employment and education. The implementation of the Pidie Government's policies in overcoming poverty is arranged based on predetermined indicators such as the provision of individual land, procurement of technological facilities and infrastructure, scholarships for poor children/teams, construction of school buildings, provision of non-formal education facilities and infrastructure, Pidie community health insurance, assistance for tools for people with disabilities, hospital referral services, regional development areas, independent village development, market operations, road construction, bridge construction, livable houses and so on.
